On August 8, 2021, Liu Xianglong, chairman of Outlets Group Holdings Co., Ltd., president of Outlets group (Asia) Co., Ltd. in China and chairman of Neoole Holdings Co., Ltd., visited Chengdu High Tech Zone and had an intimate meeting with Ren Yuhui, deputy secretary of the Party Working Committee and chairman of the Management Committee of Chengdu High Tech Zone, Chen Hongtao, deputy director of the management committee and other senior executives. At the same time, he said that Chengdu is one of the key planning locations of the "Neoole" project, and he looks forward to setting the Neoole industrial project in Chengdu High Tech Zone to be the main support of Chengdu's high-quality development growth pole and power source. Relying on the unique operation mode, commodity system, consumption system, industrial incubation, urban service and capital operation of "Neoole", Chengdu High Tech Zone will help Chengdu High Tech Zone to accelerate the construction of an important growth pole for the construction of double city economic circle in Chengdu and Chongqing, an innovation driven development demonstration zone in central and western China and a national high-quality development pilot zone, and accelerate the construction of a world-class high-tech park.

After listening to the recent "Neoole" industrial model and strategic planning of Outlets group, director Yu Hui fully affirmed the "Neoole" model and said that he would give strong support to the Neoole project in Chengdu.
Subsequently, Jiang Xiaolong, Director of Finance and Finance Bureau of Chengdu High Tech Zone and Secretary of the Party group of Jiaozi Finance and Commerce Bureau, said that 2021 is the beginning of the 14th five year plan. Chengdu High Tech Zone will be based on the new development stage, implement the new development concept and integrate into the new development pattern. The "Neoole" industrial model created by Outlets group coincides with the development model of Chengdu High Tech Zone. "Enhancing the ability of scientific and technological innovation, improving the modernization level of industrial chain and supply chain, building a new urban consumption center with high quality and cultivating the core competitiveness of the city" are all the key development contents of Chengdu High Tech Zone. According to the relevant person in charge of Outlets group, the key development plan of "Neoole" in China is five regions: Guangdong-HongKong-Macao Greater Bay Area, Yangtze River Delta, Beijing- Tianjin-Hebei, Chengdu Chongqing and Hainan Free Trade Zone, focusing on building three modes: Neoole port, Neoole industrial park and Neoole industrial base.
